With most of the money coming from Video Lottery Terminals (VLTs). Some will have you believe it is just a harmless dollar or two spent on a dream while providing jobs, revenue and a balanced budget. But others, such as a national citizen's advisory council, have issued warnings about VLTs. They point out that there is a price to be paid for this cash cow, which they liken to the crack cocaine of gambling.
